Cochran is located in
Bleckley County, of which it is the county seat, in the
Historic South Region of the state. The population estimate for July 1, 1998 was 4,654, an increase of 171 since 1990. It was named after Arthur E. Cochran, president of the Macon and Brunswick Railroad.
