Elizabeth City is located in Pasquotank County (of which it is the county seat) between Hertford and Camden along US Highway 17 on the banks of the Pasquotank River near the Albemarle Sound. Home of Elizabeth City State University and College of The Albemarle. The population estimate for July 1, 1998 was 16,704, an increase of 617 since 1990.
