The primary objective of the refuge is to protect a major nighttime roosting site for wintering bald eagles. Each winter, the Klamath Basin supports the largest wintering population of bald eagles (500) in the lower 48 states. The refuge has supported as many as 300 eagles in one night.
Recreational uses are limited to wildlife observation, study, and photography. Due to extreme sensitivity of bald eagles to human disturbance, the refuge is closed each year to all public access from November through March.
Located 12 miles SW of Klamath Falls and about 1 mile W of Worden and Highway 97.
