This small community is located in Marion County, east of Salem on Highway 213. The town of Scotts Mills was named by pioneers Robert Hall Scott and Thomas Scott. The two brothers operated a sawmill and a flour mill here at the turn of the century.Scotts Mills is part of the Salem, Oregon metro area.
