Composed of three seperate units, this refuge is accessible by US 79 and Hwy 100. The refuge is on 51,358 acres of Tennessee Valley Authority land and water along Kentucky Lake; the headquarters is on Eastwood Street, in Paris. Established primarily for migratory ducks and geese, the refuge is frequented by 211 bird species, including hawks, herons, and eagles. Fishing and bird-watching are popular.

A 10 mile marked automobile tour highlights some of the features of the refuge's management program at the Big Sandy Refuge Unit, which contains a large deer herd and turkey flock.
