Effingham is located in south central Illinois in Effingham County (of which it is the county seat) about 50 miles south-southeast of Decatur at the Interstate 57/Interstate 70 interchange. The population estimate for July 1, 1998 was 12,820, an increase of 893 since 1990.

Area recreation includes trips to Newton Lake and Newton Lake SFWA about 15 miles to the southeast, Sam Parr State Park about 20 miles to the east-southeast and Fox Ridge State Park located 30 miles northeast of town.
