Scott county is located in rural western Illinois midway between Sangamon County and the Mississippi River.
The lineage of the county begins in 1790 with the creation of St. Clair County. As the territory was settled, more counties were created. Madison County was next to claim the area in 1812 followed by Greene County in 1821, Morgan County in 1823 and 16 years later, in 1839, Scott county finally had its own identity.
This area is known to have been inhabited by the "Mounds Builders"--an ancient civilization whose presence was placed beginning circa 10,000 B.C. The Mounds came into being some 2,000 years later.
The county seat is Winchester and the county population on July 1, 1999, was 5,614, a decrease of 30 over the 1990 census.
