Winnsboro is located in Franklin Parish (of which it is the parish seat) within the Sportsman's Paradise Region, between Monroe and Ferriday along Highway 15 near Big Lake, Turkey Creek Lake, and Woolen Lake. The population estimate for July 1, 1998 was 5,536, a decrease of 219 since 1990.
