Foster county is located in east central North Dakota and calls Carrington the county seat. The county population on July 1, 1999, was 3,787, a decrease of 196 over the 1990 census.
A half dozen pothole lakes are located in the northeast and southern sections of the county including Juanita Lake while the James River flows from north to south in the eastern third of the county.
