Highland county is located in southwestern Ohio with Hillsboro serving as the county seat. The county population on July 1, 1999, was 41,091, an increase of 5,363 over the 1990 census.
Natural features/recreational facilities in the county include Rocky Fork Lake and State Park just east of Hillsboro. Several smaller creeks meander throughout the county including Oak and Paint Creeks as well as a tiny bit of the Little Miami River on the west side of the county near Lynchburg.
One of the highlights of summer is the "Festival of the Bells" which is held near the 4th of July. The celebration commemorates Hillsboro's heritage as a major bell producer. In addition to church, school, farm and mission bells, there were thousands of Invasion Bells used on U.S. Navy ships during the invasion of Normandy June 6, all manufactured by the local C.S. Bell Company.
