The capital of the historic Talbot Settlement dating from 1800. Known for its horticultural gardens, the city has colorful displays of lilies in Waterworks Park. Pinafore Park includes a picturesque lake, floral displays, and wildlife sanctuary, and is home to the Fantasy of Lights in December. The town's Victorian history is evident in some of its architecture. A life-size statue of Jumbo the elephant was erected in 1985 across from the Elgin Pioneer Museum, as a tribute to the Barnum & Bailey Circus performer.
