As the nation's largest municipal building ( larger than the U.S. Capital), it holds the dubious distinction as being its most expensive. It has often been surrounded in controversy. This hall contains 695 rooms and houses over 250 sculptures. The Statue on top of the building is William Penn. Made of bronze, the statue was set on tower Nov. 28, 1894.
