The fort was built by the U.S. Corps of Engineers during the turn of the century as a unit of the U.S. Coast Artillery to protect the entrance to the Bremerton Naval Shipyard. The Fort was deactivated prior to World War II, then reactivated in 1942 as a Naval installation. Upon the second deactivation, the Parks Department negotiated for acquisition.

The park features an underwater park for scuba divers, boat ramp, and long beach along Rich Passage.

The Washington State Parks system includes more than 125 developed parks and covers about a quarter million acres.
