The population estimate for July 1, 1998 was 19,339, an increase of 1,879 since 1990.The City of Pinole is located in the San Francisco Bay Area, on the shores of San Pablo Bay, on Interstate 80. Pinole is linked to Central Contra Costa County and the cities of Martinez, Concord, and Pleasant Hill by State Route 4, which begins just north of the city and connects with Interstate-680 through Franklin Canyon.
