Manchester is located in
Delaware County (of which it is the county seat) in eastern Iowa between Independence and
Dubuque along Highway D22 on the banks of the South Fork Maquoketa River near the Backbone State Park. The population estimate for July 1, 1998 was 5,469, an increase of 332 since 1990.
