Portsmouth is located in southern Ohio in Scioto County (of which it is the county seat) on the banks of the Ohio River and the Scioto River. The population estimate for July 1, 1998 was 22,213, a decrease of 463 since 1990.
The city's centerpiece is the 2,000-foot long, 20-foot high flood control concrete dike that has been turned into one of the longest historical murals in the world. Segments feature the life and times of Portsmouth's history including the Mound Builders (circa 600 AD), a Shawnee Village of 1730, the platting of Portsmouth in 1803, the shoe industry of the mid 1800s and Roy Rogers, among other subjects.
Outdoor recreation is almost out the back door here. The city is poised on the southwestern fringes of the [waynnf] while Turkey Creek, Roosevelt and Pond Lick lakes are the foundation for [shawnesp] and the Shawnee State Forest lie about 15 miles to the west.
