One of the earliest settlers to return to the area, which is now Pendleton after the Indian War of 1855, was a man named Joe Crabb. He was properitor of Crabb's Roadhouse, a travelers' stop between Boise and Umatilla. Crabb applied for and got a license to sell alcoholic liquor in quantities less than a quarter, which means he got the first license to sell liquor by the drink.
