Lock Haven is located in central Pennsylvania, within Clinton County, of which it is the county seat. It is situated northeast of State College along Highway 220 on the banks of the Susquehanna River near Foster Joseph Sayers Lake and state park. The population estimate for July 1, 1998 was 9,012, a decrease of 218 since 1990.
