Cowley is located in
Big Horn County.
The town site was dedicated on July 19, 1901 by Elder Abraham O. Woodruff of the Church of Jesus Christ of Latter Day Saints. Citizens immediately began digging a well which after using shovels, windlass's and a boring machine reached 400 feet only to come up dry. The Town has remained an agricultural community.
